Senator Kelly moved that the bill be returned to second reading for the purpose of a specific amendment, that being the Rules Committee Substitute. Without objection, the bill was returned to second reading. Senator Kelly, Chair, moved and asked unanimous consent for the adoption of the Rules Committee Substitute offered on page 3626.
